French children take their cutlery to school, and pouches like these are what is used to wrap them in.
This one is a soft, white cotton with beautifully hand embroidered with mercerised cotton thread that is still bright and fresh. 

We estimate it to have been made in a timeframe of 1920s-1950s, possibly from a commercial embroidery transfer pattern.
