This is a very conservative design that changed little over several decades.
These are most likely from one of the major European scissor-making centres:
• England (Sheffield).
• France (Nogent).
• Germany (Solingen).
The overall form is very reminiscent of small Sheffield household and workbox scissors from the late Victorian period. Many English scissors of this type were exported throughout the British Empire and Australia.
These scissors would have been intended for:
• General sewing
• Household textile work
• Dressmaking
• Needlework
The blades are comparatively stout and would cope better with fabrics than extremely fine thread-snipping scissors.
They are approximately 16cm long.

c. 1870–1910, with a possibility extending slightly earlier.
