This is a superb example of handmade Brussels applique lace. 
It dates from the late Victorian to Edwardian period (1880-1915) 
Stitched onto a fine cotton with a metis (linen/cotton blend) thread. 
The cotton background is 30cm across and the motif is approximately 15cm diameter. 
Found in France.
